What is a duly qualified person or DQP?
A duly qualified person (DQP) is an approved installer authorised under the regulations to carry out specific metering work.
DQPs are essential to getting meters installed and operating correctly. WaterNSW supports DQPs through the DQP Concierge Program, which offers personalised help with installations, validation and portal use.
How to become a DQP?
If you want to become a DQP who can install the typical metering setups for pumps and bores, there are two key pathways you can take:

Certified Meter Installer
This nationally accredited course, delivered by Irrigation Australia, provides knowledge and hands-on training and an in-field assessment to confirm competency to Australian Standard AS4747. The CMI course is open to everyone.

Trade Meter Installer
NSW specific, fast, free, online course (around 3 hours) designed for qualified tradespeople such as irrigation technicians, plumbers, engineers, hydrographers, electricians, instrumentation specialists, fitter‑welders and similar technical roles.

After completing the course you must send your trade certificate and TMI completion certificate to WaterNSW. Follow the registration pathway for more information.
Who can carry out metering tasks?
Different metering tasks must be carried out by different types of DQPs, depending on the equipment and where it is installed.
Below is a simple guide to who can do what.
Closed conduit meters - full pipes, pumps and bores
Certified Meter Installers (CMIs) can carry out and certify all metering and LID work, while Trade Meter Installers (TMIs) can perform approved tasks within their recognised trade scope.

Open channel meters - partially filled pipes, channels, flumes, weirs, regulators
Hydrographers remain responsible for most activities related to open channel meters including installation, maintenance, repairs, replacement, revalidation, and accuracy testing.
The Australian Hydrographers Association trains, certifies and oversees the professional conduct of certified practising hydrographers.

| Meter installer | (a) completion of a NSW meter installer course, specified by the Minister, or (b) holds a current certification as a certified meter installer issued by a registered training organisation (such as Irrigation Australia Ltd). |
| Open channel meter manufacturer | (a) employed by a business that manufactures or supplies one or more open channel meters, and (b) holds a position within the business that is recognised as having the technical capability and experience required to install the open channel meters the company distributes. |
| Plumber | (a) holds a current licence with NSW Fair Trading in the area of plumbing or water plumbing or water plumbing–urban irrigation or draining work, and (b) holds a contractor licence or qualified supervisor certificate or endorsed contractor licence in accordance with the Home Building Act 1989. |
| Telecommunications technician | (a) Certificate III in Electronics and Communications, or (b) Certificate IV in Industrial Electronics and Control, or (c) Diploma in Electronics and Communications Engineering, or (d) another qualification with at least Certificate II level or greater in radio communications or electronic communications that is issued by a registered training organisation. |
Installation equipment and standards
There are three key pieces to a compliant metering setup: the meter, the telemetry device and the seal. The information below explains what’s approved, how equipment is assessed, and what installers must do to meet the rules.

Approved meters
The only approved meters for use are pattern‑approved meters. For large water users these must be installed by a DQP in accordance with Australian Standard for non-urban water meters (AS4747) and the manufacturer’s instructions.
A meter must undergo a range of physical tests at a National Association of Testing Authorities accredited laboratory, such as Manly Hydraulics Laboratory in NSW or the Australian Flow Management Group in South Australia to check if it is compliant with the AS4747.
If the meter passes testing, it can be pattern-approved as compliant with the requirements:
- for closed conduit meters (NMI-M10)
- for open channel meters (NMI-M11)
- of equivalent overseas standards.
An up-to-date list of pattern approved meters is maintained by the Commonwealth Department of Climate Change, Energy, Environment and Water.

Compatible Local Intelligence Device (LID)
A local intelligence device (LID) connects to the meter to securely record water take data. It either transmits this information to the NSW Government’s telemetry system or allows on-site data downloads when telemetry is not available.
LID technical requirements
All LIDs must meet minimum standards to ensure reliable performance, data accuracy, and security. These requirements are set out in:

- Data Acquisition Service Logged Data Format Guidelines (2020)

The department maintains a list of LIDs that meet these requirements.

Tamper evident seals
Tamper‑evident seals are mandatory for NSW non‑urban metering installations to show if equipment has been interfered with. Approved seals supplied by Irrigation Australia Limited must be used and can only be installed or broken by an authorised person, such as a DQP or an authorised WaterNSW or NRAR officer.
Seals are applied during installation, validation, repair, or replacement, and seal details must be recorded by the DQP. If a seal needs to be broken, it must be replaced with a new approved seal and documented as part of the work.
Standard installation designs for closed conduit meters and LID equipment
Standard designs and a checklist are available to support common non-urban metering installations. These resources provide practical guidance for DQPs and water users.

Check the rules and meter your supply
Confirm your client's work details before you start
Before you start work, it’s important to check your client’s water supply work approval and their work (pump/bore) details. Some older approvals may not be up to date, so always confirm the latest information using the NSW Public Water Register. If you need help, you can also watch the NSW Public Water Register video for step‑by‑step guidance.
Getting the details right upfront helps you avoid delays and keep installations on track. If you need help checking approvals or work details, the DQP Concierge is available to support you.
Check telemetry coverage before installing
Before installing an LID, site coverage must be confirmed.
The department provides a free online telemetry coverage tool to help DQPs and water users check whether a site has suitable mobile network coverage for telemetry.
If the mobile coverage is poor, first check with your LID supplier whether an antenna can improve the connection. If this isn't possible, your client may be eligible for an exemption where telemetry is required but cannot be installed due to limited network coverage. To qualify, the department must be notified using the telemetry exemption notification form.

Free telemetry for clients in the Murray Darling Basin
If your clients are in the Murray–Darling Basin and must have telemetry installed, they may be eligible for a fully funded LID installation, or up to $2,000 cashback if you install it. This government funding removes most of the cost barrier, making it easier to help clients meet their non-urban metering requirements, while creating new installation opportunities for your business. We welcome telemetry suppliers and manufacturers to work with us to support NSW’s non‑urban metering and floodplain harvesting requirements.
