Roles and Responsibilities Agreement

The Department of Climate Change, Energy, the Environment and Water, the Water Administration Ministerial Corporation, WaterNSW and the Natural Resources Access Regulator (NRAR) have developed a Roles and Responsibilities Agreement that sets out in detail how the agencies work together.

The Agreement was first entered into in June 2021. A revised Agreement commenced on 26 November 2025.

The Agreement sets out in detail each agency’s role in relation to key water management functions and provides frameworks for resolving any interagency issues and monitoring the performance of agencies against their responsibilities.
